According to Article 16 c the National Audiovisual Archive may pass works in its collections to a person in the public for research and private studying purposes at the premises of a library mentioned in Article 16 b to be used with devices meant for communication to the public if all other use but the making of digital copies of the work to enable the use is prevented and the further communication of the work is prevented. This is not applied to films made by foreign producers.

In addition it is stated that works in the compilation of the National Audiovisual Archive, except films made by foreign producers, may be used for research and film teaching of academic level.
