Assistant Professor Yane Svetiev (Bocconi University) will give a talk entitled “Peer-review of Agency decision-making”. Minna Heikkilä, Head of Legal Affairs Unit in European Chemicals Agency, will comment.

Abstract:

The seminar will focus on an increasingly common phenomenon in transnational governance, whereby the decisions of a regulatory agency are subject to review by committees of international peers, typically officials from other jurisdictions. In the EU, such peer review has become a formal element of decision-making by regulatory agencies at EU and national level, while peer review also occurs within international organizations and transnational regulatory networks. I propose a framework for understanding the possible functions played by transnational peer review, as well as how such review could be related to political decision-making and judicial review (national and supranational).

About the speaker:

Yane Svetiev is a faculty member of the Department of Legal Studies of Bocconi University in Milan, Italy. He teaches and writes in the area of economic regulation, private and competition law, with a particular focus on the design of regulatory and governance instruments at national, regional and transnational levels. Following his graduate studies at Columbia University, he has held appointments at the Brooklyn Law School and the European University Institute, where he collaborated with the ERC funded research project on European Regulatory Private Law.
