			<content:encoded><![CDATA[<p>The Network for Higher Education and Innovation Research (HEINE) was established in 2009 to bolster research in science and innovation, higher education and economics of education at the University of Helsinki. The objective of the network was to produce research-based knowledge that could be utilised in areas such as lifelong learning and societal interaction, and to add value to the university by starting new interdisciplinary research projects. The goal was to establish a profile as a national agent that unified the fields of higher education and innovation research, as well as to evolve into an internationally recognised expert and research community by the year 2020.</p>
<p>The core of the network comprised four units and research areas:<br />
- Helsinki Center of Economic Research (HECER)<br />
- Higher Education Governance and Management (HEGOM)<br />
- Helsinki Institute of Science and Technology Studies (HIST)<br />
- Centre for Research and Development of Higher Education (YTY)</p>
<p>Although the Network’s activity was both extensive and productive, the network has not added value as much as had been expected and multidisciplinary projects were not established to the extent anticipated. Therefore the HEINE network is to be disestablished on 31.12.2012 (University of Helsinki Rector&#8217;s decision 175/2012). The research areas involved in the network will continue their operations and co-operation within their own disciplinary areas.</p>
<p>The network’s administration and HEGOM will move to new premises in the Faculty of Social Sciences on 10.10.2012. The new address will be Unioninkatu 37 (P.O. Box 54). Telephone numbers will remain the same.</p>

			<content:encoded><![CDATA[<p>The Helsinki Center of Economic Research organizes a small scale summer seminar on economics of education. The meeting will take place at Hanasaari Cultural Center just outside Helsinki. The meeting will start at lunchtime on Wednesday August 15 and last until afternoon of Thursday August 16.</p>
<p>The purpose of the meeting is to bring together researchers interested in economics of education to exchange ideas and promote co-operation. In particular, the organizers are hoping that the meeting helps to spread knowledge on data available for empirical research.</p>
<p>The program contains both invited and contributed papers. Invited speakers include Hessel Oosterbeek from University of Amsterdam, Mikael Lindahl from Uppsala University and Olmo Silva from LSE. We expect to have 10 – 12 presentations and plan to reserve 45 minutes for each paper. In the evening of August 15 a dinner will be organized at Hanasaari. Sauna and swimming pool (or the sea) are also available.</p>
<p>The organizers will cover the costs of accommodation and conference meals. Due to a limited budget, we can only commit to cover the travel costs for the invited speakers.</p>
<p>Submissions of papers for the meeting should be sent by May 25 to Kristian Koerselman (koerselman@economistatwork.com). The organizers will evaluate the papers and produce a list of papers approved for the program by June 1.</p>

<p>The English Universities are undergoing are a major Funding reform. From September 2012, universities in England will be able to raise tuition fees of up to £9,000 per year to replace major cuts to teaching budgets.</p>
<p>Teaching grant cuts of 6% for 2011-12 have already been implemented, with a further 18% reduction expected the following year. Cuts of 40% to the higher education budget over four years were announced in 2010.</p>
<p>The controversial university reform was developed as the government&#8217;s response to the so called Browne review of higher education funding. It was agreed by Parliament in December 2010, and sparked angry street protests.</p>
<p>In this seminar, leading British and Finnish experts discuss the facts and aims of the English university funding reform, its reception in the Academic community and its expected impact on English universities and higher education.</p>

<p>The Lecturers:</p>
<p><strong>Rosemary Deem</strong> is Professor of Higher Education Management at Royal Holloway. Her research interests focus on policy, leadership, governance and management of higher education and the changing purposes and roles of universities. In her latest research she is examining<strong> </strong>how austerity measures by western governments in response to the 2008 financial crisis in banking are affecting the values and organisational shape of public services.</p>
<p><strong>William Locke</strong> is Head of Learning and Teaching at the Higher Education Funding Council for England (HEFCE). He has undertaken research on a number of policy issues, including English higher education policy, institutional mergers, university rankings and the role of intermediary bodies in higher education. Between 2006 and 2010, he managed the UK part of the international study of the Changing Academic Profession. He co-edited <em>Changing Governance and Management in Higher Education: The Perspectives of the Academy</em>, published by Springer, which won the U.S. <em>Comparative and International Education Society’s</em> award for best higher education comparative book of 2011.</p>

<p><strong>Seppo Hölttä</strong> is a Professor of Higher Education Administration and Finance at University of Tampere. In addition to research, Professor Hölttä has extensive practical experience on institutional management at three Finnish universities.</p>
<p><strong>Terttu Luukkonen</strong><em> </em>is a Head of Unit at the Research Institute of the Finnish Economy (ETLA) and a Docent of Universities of Helsinki, Tampere and Oulu. She holds expertise in research and innovation policies in Europe.</p>

As a co-operation between University of  Helsinki and the Academy of Finland  started the Higher Education Organization and Management Courses has started as personal training in which the participants increase their knowledge of higher education research, familiarize themselves with the university sector to broader management issues and the use of this information in practice.</p>
<p>The study program offers for the staff of the University of Helsinki and the Academy of Finland staff in an open public lecture on 26th Jan. 2012 at 13.15 to 14.45, a place at the University Main Building (Fabianinkatu 33), auditorio XII.</p>
