Helsingin yliopisto avaa World Design Capital Helsinki 2012 -vuoden osana Tekniikan Akatemian järjestämien Tekniikan päivien ohjelmaa. Avajaistilaisuuden teemana on kestävä kehitys, joka linkittyy designpääkaupungin globaaliin vastuuseen ja Tekniikan päivien kokonaisteemaan “maa”.
Helsingin yliopiston WDC-vuodessa näkyy yhteiskunnallinen relevanssi, se miten yliopisto toimintansa kautta muotoilee yhteiskuntaa. Helsingin yliopisto laajentaa muotoilun käsitteen sosiaalisiin innovaatioihin – designia ei nähdä ainoastaan perinteisenä muotoiluna vaan ihmislähtöisenä tapana ratkaista haasteita opetuksen ja tutkimuksen keinoin. WDC-hankkeilla luomme paremman elämän edellytyksiä ja parempaa huomista. Kestävä kehitys on ideologia ja toimintamalli, jonka vaikuttavuus kasvaa yhteiskunnallisen, kaupunkilaisten ja päättäjien, keskustelun myötä.

Helsingin yliopiston painostuksesta on syntymässä yleiskaavan ja maakuntakaavan vastainen bussikatu Vallilanlaakson arvokkaaseen kulttuurimaisemaan, jonka hienoimpia osia on yliopiston oma kasvitieteellinen puutarha. Katua vastustavat kaikki ympäristön asukkaat, siirtolapuutarhan ihmiset ja muunmuassa Helsingin luonnosuojeluyhdistys.
Helsingin kaupunki ei ole tutkinut eikä vertaillut katuhanketta ajaessaan kannattavuus- ja matka-aikalaskelmissa Hämeentie-Sturenkatu-Mäkelänkatu-Kumpulantie-Ratamestarinkatu-Asemapäällikönkatu -reitin hyödyntämistä poikittaisen bussiliikenteen väylänä Pasilan asemalle.
Reitille olisi luotavissa bussikaistat luopumalla yhteensä 90 kadunvarsi autopaikasta Sturenkadulla (60) ja Kumpulantiellä (30). Samassa yhteydessä syntyisi ruuhkista riippumaton raitolinja Arabiasta Pasilaan. Korvaavien autopaikkojen järjestäminen maksaisi murto-osan Vallilanlaakson katuhankkeen kustannuksista.
Vallilanlaakso säilyisi virkistysalueena ja kevyenliikenteen poikittaisyhteytenä. Puretun junanradan paikalle olisi mahdollista rakentaa Helsingistä puuttuva nopean pyöräilyn väylä, jota olisi mahdollista jatkaa Vanhankaupunginlahdelta Töölönlahdelle ja Pikku Huopalahdelle.
Onko yliopisto valmis ryhtymään ympäristön asukkaiden kanssa yhteistyöhön, jotta Vallilanlaakson arvokas luonto-, kulttuuri- ja virkistysalue suojeltaisiin ja laaksoon suunniteltu bussikatu korvattaisiin olemassa olevaa katuverkkoa hyödyntävällä poikittaisliikenteen ratkaisulla ?
Hyvät julkisen liikenteen yhteydet ovat todella merkittävä asia yliopistoalueella. Helsingin yliopisto ja Ilmatieteen laitos ovat pitkään odottaneet Kumpulan tiedekampuksen joukkoliikenneyhteyksien parantamista. Alueen asemakaava laadittiin 1980-luvulla, ja kampusalue on nyt pääosin toteutunut, mutta asemakaavan mukaista joukkoliikenneyhteyttä Pasilan suuntaan ei ole rakennettu alueen asukkaiden vastustaessa sitä voimakkaasti.
Kyse ei ole vain yliopiston toiveesta parantaa yhteyksiä Kumpulan ja Pasilan välillä vaan myös laajemmasta joukkoliikenteen kehittämistarpeesta. Keskusteluissa tämä laajempi merkitys poikittaisen joukkoliikenteen kehittämisessä on jäänyt vähälle huomiolle.
Helsingin kaupunkisuunnittelulautakunta on käsitellyt Kumpulan joukkoliikenneväylien ratkaisuja useaan otteeseen viime vuosien aikana. Helsingin yliopisto ja Ilmatieteen laitos ovat toivoneet, että asiassa saataisiin aikaan päätös toimivasta suunnitelmasta.

Olemme samaa mieltä poikittaisen joukkoliikenteen sujuvuuden tarpeellisuudesta. Lisäksi pidämme tärkeänä poikittaista, keskustaan johtavaa ajoneuvoliikenteestä ja jalankulusta itsenäistä pyöräilyreittiä. Molemmat toteutuisivat nopeasti ja paljon Vallilanlaakson katua edullisemmin, jos keskityttäisiin nykyisen katu- ja raitioverkoston parempaan hyödyntämiseen eikä puistoalueiden liikennealueeksi valtaamiseen.
Hämeentie-Sturenkatu-Mäkelänkatu-Kumpulantie-Ratamestarinkatu-Asemapäällikönkatu -reitti on poikittaisen bussiliikenteen valmis väylä, jolla on mahdollista varata bussikaistat koko reitille. Reitti on samanpituinen kuin Vallilanlaakson reitti. Vallilanlaakson bussikadun tuottama matka-ajan säästö ei ole missään tapauksessa paria minuuttia enempää ja sekin syntyy suurimmaksi osaksi siitä, että Vallilan asukkaat ja työpaikat jäävät palvelematta.
Katuhankkeen yhteiskuntataloudellisten hyötyjen laskelmassa väitetään ajansäästön olevan 6 minuuttia. Laskelma pitäisi saada avoimesti tiedeyhteisön ja kaupunkilaisten arvioitavaksi. Joka tapauksessa siinä on yllämainittu 2/3 osan matka-aikahyötyharha.
Kaupunginvaltuusto teki päätöksensä vain kahden valtuutetun mielipiteen turvin. Palautusehdotus, jossa vaadittiin olemassa olevan katuverkon hyödyntämiseen perustuvaa asemakaavan uudelleen valmistelua kaatui äänin 43-39. Puheenjohtajan ääni olisi palauttanut tasatilanteessa kaavan uudelleen valmisteltavaksi.
Apulaiskaupunginjohtaja Hannu Penttilä vetosi asemakaavan hyväksymiseksi kahteen seikaan: em. yhteiskuntataloudelliseen hyötylaskelmaan ja Helsingin Yliopiston toistuviin vaatimuksiin. Yliopiston painostus oli siis oleellinen osa päätöksentekoa. Kuinka laajapohjaiseen ja moninäkökulmaiseen harkintaan yliopiston oma kanta asiassa perustui?
Eilinen WDC 2012 avajaiset olivat hieno kokemus. “Ajattelu muotoilee yhteiskuntaa” on upea iskulause. Puheissa korostettiin uudelleenajattelun tärkeyttä uudenajattelun rinnalla. Toivomme, että Yliopistoyhteisö uudelleen ajatelee kantansa Vallilanlaakson tiehankkeeseen nykyhetken tosiasioiden eikä ratkaisun odottamiseen liittyvän kärsimyshistorian näkökulmasta.
Toivomme, että kaikkia tyydyttävän vaihtoehdon kehittämisestä syntyisi Vallilanlaaksoa rakastavien kaupunkilaisten ja Helsingin Yliopiston yhteinen kestävän kehityksen hanke. Siitä tulisi malliesimerkki siitä, miten uudelleenajattelu ja yhteiskehittäminen käytännössä muotoilevat yhteiskuntaa.
Olen itse asunut Pasilassa ja osan nuoruuttani myös Kumpulassa. Kaikella kunnioituksella Yliopiston toiveita kohtaan, en voi mitenkään ymmärtää, että paikkaan jossa sadat Pasilalaiset betonin asukit pääsevät nauttimaan vihreydestä ja hiljaisuudesta kaavaillaan satojen bussien päivittäistä liikennettä.
