Description:

“Public administrations at all levels must often manage complex situations related to environmental determinants of health, often surrounded by controversy. Many factors contribute to a rapid escalation of such situations: increased sensitivity in the face of uncertain risks, uneven distribution of risks and benefits, and decreasing trust in authorities making decisions influencing public health. There is a need, in such circumstances, to assess the extent of possible effects on health and the environment and to manage information, evidence and communication on possible risks, while understanding and taking into consideration stakeholders’ opinions, interests and values.

The WHO Regional Office for Europe organized a workshop in Trento, Italy to enable participants to share experience in the management and communication of environmental risks. This report builds on the presentations and discussions from the workshop and presents a series of key messages useful to regional and local authorities, as well as to risk managers in general.”

Description:

“Against the background of concern about ministerial responsibility for the health of prisoners in Europe, members of the WHO European Network on Prison and Health asked the WHO Regional Office for Europe to issue a document on the governance of prison health. Members of the Network and a special Expert Group on the Stewardship of Prison Health contributed to this document.
The document reviews the reasons for the conclusion that prison health is public health, describes the legal cornerstones of prison health and the principle of equivalence and integration that should underlie it, lists the persistent shortcoming of current arrangements and spells out the meaning of good governance for prison health in the 21st century. The Expert group drew two conclusions about institutional arrangements for prison health:
•        managing and coordinating all relevant agencies and resources contributing to the health and well-being of prisoners is a whole-of-government responsibility; and
•        health ministries should provide and be accountable for health care services and advocate healthy conditions in prisons.
Such governance would be in accordance with and supportive of the new European policy for health, Health 2020, and lead to better health and well-being for prisoners as part of better public health.”

“The European action plan to reduce the harmful use of alcohol 2012–2020 was endorsed by all 53 Member States in the WHO European Region in September 2011. It includes a range of evidence-based policy options to reduce the harmful use of alcohol. This publication also includes WHO Regional Committee for Europe resolution EUR/RC61/R4, a list of indicators (with definitions) linked to the indicators used in the European Information System on Alcohol and Health, and a checklist or set of questions for Member States. The action plan is closely linked to the 10 action areas of the global strategy to reduce the harmful use of alcohol adopted by the World Health Assembly in May 2010.
The primary audience for the action plan is the national authorities in the WHO European Region responsible for alcohol policy, mainly the health and other ministries (including finance, education, social welfare, transportation and criminal justice), nongovernmental and civil-society organizations, researchers, the private sector and international partners.”

Home care across Europe probes a wide range of topics including the links between social services and health-care systems, the prevailing funding mechanisms, how service providers are paid, the impact of governmental regulation, and the complex roles played by informal caregivers. Drawing on a set of Europe-wide case studies (available in a second, online volume), the study provides comparable descriptive information on many aspects of the organization, financing and provision of home care across the continent. “In 2001, the World Health Organization Tobacco Free Initiative published a landmark paper entitled Confronting the tobacco epidemic in an era of trade liberalization. The paper, authored by Douglas Bettcher et al., suggested that trade liberalization and foreign direct investment in the tobacco sector may stimulate demand for tobacco products. The paper also identified a risk that rules in trade agreements governing nontariff barriers to trade (such as regulatory measures) could limit the autonomy of States to implement effective tobacco control measures. More than 10 years after the paper by Bettcher et al., this publication, entitled Confronting the tobacco epidemic in a new era of trade and investment liberalization, aims to provide an update on the issues in view of a significantly altered landscape of international law relevant to trade and tobacco control since 2001.
The coming into force of the WHO Framework Convention on Tobacco Control in 2003 has had significant implications for trade and investment disputes. Recent controversies have also brought the impact of trade rules on tobacco control back into the forefront of the nexus between trade and public health. In light of these, among other, issues, this paper is intended to expand upon and update the 2001 paper elaborating the links between tobacco control and international trade. In this regard, this paper provides an update of the links between trade and investment liberalization and tobacco control and outlines two ways in which the tobacco industry has sought to exploit trade and investment agreements. Furthermore, this paper examines the challenges that trade and investment agreements continue to pose for tobacco control at the domestic level and outlines challenges faced by governments in coordinating their public health policies with their trade and investment policies.”

This Handbook, an updated edition of the Management of Severe Malaria, provides new and revised practical guidance on the diagnosis and management of severe malaria. After outlining the necessary general nursing care, it considers possible complications, including coma, convulsions, severe anaemia, hypoglycaemia and pulmonary oedema, and gives specific and concise advice on their management. While intended primarily for clinical professionals and other health staff responsible for centres with inpatients facilities in malaria-endemic countries, it will also be of practical use to physicians in non-endemic areas, who increasingly have to deal with patients infected during visits to malarious areas.”
