“Elder maltreatment is pervasive throughout the WHO European Region: at least 4 million elderly people are estimated to experience maltreatment in any one year and 2500 of them will die each year. Most countries in the Region have an ageing population, putting increasing numbers of people at risk.

This report highlights the biological, social, cultural, economic and environmental factors that influence the risk of being a victim or perpetrator of elder maltreatment, as well as the protective factors that can help prevent it. There is some evidence of effective interventions, including psychological programmes for perpetrators and programmes designed to change attitudes towards older people, improve the mental health of caregivers and, in earlier life, to promote nurturing relationships and learn social skills. The evidence base needs to be strengthened, but surveys show that the public and policy-makers are already concerned about the problem. This report proposes a set of actions for Member States, international agencies, nongovernmental organizations, researchers, practitioners and other stakeholders to strengthen the policy response and devote adequate resources to the issue.”

“The WHO/UNICEF Joint Monitoring Programme for Water Supply and Sanitation (JMP) reports every two years on progress towards the drinking-water and sanitation target under Millennium Development Goal 7. This target calls for halving the proportion of the population without sustainable access to safe drinking water and basic sanitation between 1990 and 2015. Estimates presented in its 2012 update report describe the situation at the end 2010 and supersede those of the JMP update published in March 2010.

The report brings welcome news: measured by the proxy-indicator consistently used by the JMP since 2000, the MDG drinking-water target was met in 2010, five years ahead of schedule. However, the job is far from done. An estimated 780 million still lacked safe drinking water in 2010, and the world is unlikely to meet the MDG sanitation target. A reduction in urban-rural disparities and inequities associated with poverty; drinking-water coverage in countries in sub-Saharan Africa and Oceania; putting sanitation ‘on track’; and universal coverage beyond 2015 all remain high on the development and public health agenda.”

“This summary report presents key findings of the report “Environmental burden of disease associated with inadequate housing”. It provides evidence that the health consequences of inadequate housing are substantial. Improving housing in a way that removes or minimizes the negative impact on health and safety and promotes a healthier living environment is good for the residents and beneficial for society. Reducing the burden of responding to the demands on the health system attributable to inadequate housing is an obvious public health priority, but also something that makes economic sense.

The findings set out in the full report provide ample justification for the principle that health should be at the centre of housing policy. Making housing healthy, affordable and sustainable should be a prime objective of all professionals and policy-makers involved in any aspect of housing and of health. This summary and its sister publication provide the evidence they need to make it so.”

“The eastern part of the WHO European Region has the fastest growing HIV epidemic in the world, with the number of people living with HIV estimated to have tripled since 2000. Progress in the western part of the Region shows what can be achieved, though much more is still needed. The overall objective of the European Action Plan for HIV/AIDS 2012–2015 is clear: to ensure zero new HIV infections, zero discrimination and zero AIDS-related deaths in the Region.

The primary audience for the European Action Plan for HIV/AIDS is the national authorities in the Region responsible for HIV diagnosis, prevention, treatment, care and support, including health ministries and other government bodies responsible for health. The Action Plan is also intended for national authorities and ministries other than those directly responsible for health, including finance, education, social welfare, child protection, transportation, infrastructure, criminal justice, labour, immigration, development, defence, and foreign affairs, as well as associations, professional bodies, researchers, academics, civil society, advocacy groups, trade unions, the private sector, and international and global partners, including bilateral and multilateral donors.”

“This report on integrating mental health into primary care, which was developed jointly by the World Health Organization (WHO) and the World Organization of Family Doctors (Wonca), presents the justification and advantages of providing mental health services in primary care. At the same time, it provides advice on how to implement and scale-up primary care for mental health, and describes how a range of health systems have successfully undertaken this transformation.

Mental disorders affect hundreds of millions of people and, if left untreated, create an enormous toll of suffering, disability and economic loss. Yet despite the potential to successfully treat mental disorders, only a small minority of those in need receive even the most basic treatment. Integrating mental health services into primary care is the most viable way of closing the treatment gap and ensuring that people get the mental health care they need. Primary care for mental health is affordable, and investments can bring important benefits.

This report is divided into distinct parts, with different needs in mind. Part 1 provides the context for understanding primary care for mental health within the broader health care system. Part 2 explains how to successfully integrate mental health into primary care and highlights 10 common principles which are central to this effort. It also presents 12 detailed case examples to illustrate how a range of health systems have undertaken this transformation. Finally, Annex 1 provides information about the skills and competencies that are required to effectively assess, diagnose, treat, support and refer people with mental disorders.

As this report will show, treating mental disorders as early as possible, holistically and close to the person’s home and community lead to the best health outcomes. In addition, primary care offers unparalled opportunities for the prevention of mental disorders and mental health promotion, for family and community education, and for collaboration with other sectors.”

“The thirteen case studies contained in this publication were commissioned by the research node of the Knowledge Network on Priority Public Health Conditions (PPHC-KN), a WHO-based interdepartmental working group associated with the WHO Commission on Social Determinants of Health. The publication is a joint product of the Department of Ethics, Equity, Trade and Human Rights (ETH), Special Programme for Research and Training in Tropical Diseases (TDR), Special Programme of Research, Development and Research Training in Human Reproduction (HRP), and Alliance for Health Policy and Systems Research (AHPSR). The case studies describe a wealth of experiences with implementing public health programmes that intend to address social determinants and to have a great impact on health equity. They also document the real-life challenges in implementing such programmes, including the challenges in scaling up, managing policy changes, managing intersectoral processes, adjusting design and ensuring sustainability.

This publication complements the previous publication by the Department of Ethics, Equity, Trade and Human Rights entitled Equity, social determinants and public health programmes, which analysed social determinants and health equity issues in 13 public health programmes, and identified possible entry points for interventions to address those social determinants and inequities at the levels of socioeconomic context, exposure, vulnerability, health outcomes and health consequences.”

“Injuries are the third leading cause of death in Europe and a threat to economic and social development. This publication looks at the progress achieved by Member States in implementing resolution EUR/RC55/R9 and the European Council Recommendation on the prevention of injuries. It reports in particular on the development of web-based tools comprising a database of country profiles compiled through a questionnaire survey and an inventory of national policies. Health ministry focal points for injury and violence prevention completed the questionnaire, providing information on progress in delivering on key items of resolution EUR/RC55/R9 and on the implementation of 69 selected evidence-based programmes to prevent unintentional injury and violence.

Good progress is taking place, and resolution EUR/RC55/R9 has catalysed change. The development of national policies for individual types of injury and violence varied from 86% for road safety to about one third for preventing youth violence and self-inflicted violence.

This progress report is essential reading for all in the health sector concerned with injury prevention. It documents that the health sector needs to commit to more widespread implementation of effective programmes both in number and coverage and to engage with other stakeholders in a multisectoral response to prevent injuries.”
