Varhaiskasvatuksen tulevaisuuskuvat: yritysten rooli kasvaa ja mittaaminen lisääntyy?

Opetus- ja kulttuuriministeriö julkaisi 23.09. raportin Varhaiskasvatuksen tulevaisuuskuvat 2040. Raportissa esiteltyjen tulevaisuuskuvien toivotaan kirvoittavan pohdintoja varhaiskasvatuksen kehityksen suunnasta. Millaista tulevaisuuskuvaa raportin skenaariot sitten tarjoavat tulevaisuuden varhaiskasvatuspalveluista sekä varhaiskasvatuksen opettajuudesta?

Raportin eri tulevaisuuskuville on yhteistä kaupallisten yritysten vahva mukana olo varhaiskasvatusbisneksessä. On rakennusalan lanseeraamia valmiita päiväkotipaketteja, suuryritysten omille työntekijöilleen tarjoamia varhaiskasvatuspalveluita sekä yhtiömuotoisia päiväkoteja, joiden osakkeita vanhemmat voivat hankkia. Skenaarioissa yritykset tuottavat erilaisia sisältöjä varhaiskasvatukseen ja tarjoavat erilaisia sovelluksia ja palveluita oppimisen tehostamiseen ja vanhempien kanssa tehtävään yhteistyöhön. Kaupallisten yritysten mukana olo varhaiskasvatuksessa on kuitenkin jo nyt arkipäivää ja siksi on tärkeää nostaa yhteiseen keskusteluun, miten varhaiskasvatuslain painottama lapsen edun ensisijaisuus sopii yhteen yritysten voitontavoittelun kanssa.

Skenaarioissa tuodaan esiin yksilöllisen oppimisen sekä perheen omien intressien ja arvojen mukaisen kasvatuksen yleistyminen. Tulevaisuuskuvista hahmottuukin varhaiskasvatuspalveluiden laadun eriytyminen asuinkunnan, vanhempien varallisuuden tai lasten osaamistason mukaan. Tällä on vaikutuksia myös opettajuuteen: eräässä tulevaisuuskuvassa henkilöstön nähdään erikoistuvan erilaisiin tehtäviin samalla kun erikoistuneet osaajat ja ”yleisaikuiset” toteuttavat varhaiskasvatuksessa eri toimintoja. Raportissa esitellyt tulevaisuuskuvat heijastavat lisääntyvää arvioinnin, kontrollin, standardisoidun mittaamisen ja oppimisen tehostamisen vaatimuksia. Opettajan tehtäväksi jäsentyy jatkuvasti arvioida ja ennustaa tuloksia; opettajan professionaalisuutta ei niinkään ole (kasvatus)tieteellisen tiedon soveltaminen lasten kanssa työskennellessä, vaan jatkuva lapsitiedon kerääminen ja opetuksen yksilöllinen räätälöinti. Lasten osaamista ja taitoa mitataan tasotestein, lapset jaetaan tasoryhmiin ja henkilöstön palkkaus riippuu lasten todennetusta etenemisestä ja kehityksestä. Opettajuuden muutoksen ohella lapsista kerätyn tiedon käyttäminen on yksi keskeisimmistä kysymyksistä varhaiskasvatuksen kehittämisessä.

Tulevaisuudenkuvien toivottiin toimivan perustana varhaiskasvatuksen tulevaisuutta koskeville jatkopohdinnoille. Vaihtoehtoisia tulevaisuuksia raportissa muotoillaan vähäisemmissä määrin ja kysymmekin, ovatko edellä kuvatut skenaariot se suunta, johon varhaiskasvatusta tulee kehittää? Koska varhaiskasvatukseen kohdistuu myös useiden eri toimijoiden intressejä, toivomme avaavamme myös keskustelua siitä, millaisia erilaisia merkityksiä lapsen etuun varhaiskasvatuksessa yhdistetään.

Future Trajectories of Education in Uncertain Times

AGORA and FuturEd project together with the Helsinki University Department of Education and Education and society research network organized a two-day international event to discuss some of the on-going and future changes in education, 23–24 September 2019.

What is Precision Education?

After Dean Johanna Mäkelä had opened the event by underlining the importance of looking at educational policies and practices through critical lenses, professor Kristiina Brunila outlined the focus of the following days with an introduction to precision education governance (PEG).

Precision education promotes the idea that human subjects are no longer defined by cultural and societal aspects, but as distributed cognitive systems with human, biological, technical and profitable components. Marketization and privatization, digitalization and datafication, psychologization and neurologization of education has brought new actors, new paradigms, and new ideas of knowledge, various services and products, and changing cultures and practices in education which all point towards a new engineering of learning.

In these knowledge regimes and practices children and youth are being positioned as objects for psy-knowledge, psycho-emotional interventions, neurotechnologies and plasticity programming. What is important for scholars in education, is to conduct critical research about the consequences of outsourcing essential parts of education into a private market, with new stakeholders and new paradigms.

Global changes and  educational ‘futures’

Professor Fazal Rizvi in his talk focused on global transformations and how these reflect educational futures thinking. Currently, a common global ethos concerning the future of education is in a sense of crisis in education, created by pressures to adapt to social forces. Educational values are no longer considered on their own terms but have become derivative of neoliberal economic thinking. In the desired future, according to policy texts, education is to meet the needs of the accelerating and rapidly changing global economy, satisfy the requirements of the labour market, meet the rapid growth in demand for education and align education to developments of technology and distributed processes of knowledge production and dissemination. Professor Rizvi talked about educational futures in the plural, referring to the existence of a multiplicity of ways for imagining the future. These ways of thinking about the future are possible, even if one of them might take the dominant position. Neoliberal discourses imagine only one future of education, but these imaginaries can be transformed through collective political agency.

From education towards science of learning

Dr. Ben Williamson from the University of Edinburgh talked about how data-intensive technologies, neuroscience, genetic sciences and bioinformatics are reformulating the idea of education toward that of precision education. New psychological and neuroscientific theories and genetic science are reshaping the understandings of learning and have also begun to animate ed-tech development. Organizations with expertise in algorithmic systems are becoming new legitimized authorities in diverse educational matters. Commentator Associate professor Nelli Piattoeva reminded us that educational sociologists and governance researchers need to become interested in the digitalization and technologization of education. She called for more research on the sociology of edu-technologization.

Edu-technologies and the new subjectivies of teachers and students

Professor Malin Ideland from the University of Malmö in her presentation “Google and the end of the teacher?” talked about an ongoing research project on edu-preneurs. She described the new cultural figurations of a teacher, the “googlified” teacher, which is also becoming a normative and more-than-a-discourse inscription concerning the teacher’s role and activities. The rise of a playful, fun, flexible, innovative, collaborative, engaging, anytime, anywhere, creative, dreaming, innovative learner – the new “googlified” teacher – is also de-politizing the idea of education. The new image of the teacher also offers an idea of education which is personalized, individualized, tailored and atomized. What is missing when the aim of education is seen only through individualized learning outcomes? What are the alternatives? How can we think about school, which is also about participatory practices, community building and social fostering? Professor Ideland concluded that there is a need for a profound discussion about the values and meaning of education. Education is more than individual learning outcomes constituting the flexible worker-citizen; it is also about learning to be in a community and becoming socialized into a democratic society.

Impacts of privatisation on early childhood education

Dr. Satu Valkonen and Dr. Jaana Pesonen presented their ongoing research on privatization and marketisation of early childhood education and care in Finland.

Private companies have already established a strong position in early childhood education in Finland. The right to make profit through early childhood education has led to significant changes and variability in the quality and equality of provision of early childhood education and care services. In many ways, the priority of the child’s best interest, as emphasized in Law on Early Childhood Education, is jeopardized.

Messages to take home

The two-day event with its different critical views on the ongoing changes in education was an eye-opener in many ways: it made clear that there is a need to scrutinize and problematize current processes of privatization, edu-technologization and learnification which are changing the ways we think about education. One aim of the FuturEd project is also to pay attention to the counterpolitics of precision education, which also means keeping our eyes open for the different forms of the political agency of children, young people and professionals. Democratic education can also be intentionally developed as a form of counterpolitics for precision education governance.

We are also proud to welcome visiting scholars during September and October. Dr. Johanna Sitomaniemi-San (University of Oulu) will be joining AGORA on 23-27 September 2019. Here is how Dr. Sitomaniemi-San describes her current work: “I situate my own work most comfortably (yet not exclusively) in the fields of curriculum studies and history of education. I am currently working on a three-year post-doctoral research project, ‘Dividing the World through Wonder: How We Became Curious,’ that is funded by the Academy of Finland (2018-2021). It is a project about the Western cultural-education notion of ‘curiosity:’ the self-evidence of it in the making of the learner, child and global citizen; the entangled discourses and histories of education, travel and science that it is embedded in; the colonial residues it perpetuates; and the multiple affectivities around it.” During her stay Dr. Sitomaniemi-San will be joining AGORA’s activities to discuss more about her research.

On 14th October 2019 Dr. Tuuli Kurki and Dr. Juho Honkasilta are organizing a seminar Critical perspectives to global mental health. AGORA also has a new research coordinator! I am Dr. Sanna Toiviainen and my professional and research background is in career guidance and sociology of education. I completed my PhD last spring 2019 at the University of Eastern Finland in the School of Educational Sciences and Psychology. My PhD focused on the life narratives of North-Carelian young adults categorised as ‘NEET’ and the institutional support networks and career guidance practices surrounding them. I have also worked as a researcher in national development projects of guidance and counselling at basic school and upper secondary school levels. I have also participated in the national core curriculum design of guidance and counselling. Please see most updated info about my research in Researchgate and Academia.edu.

In the FuturEd-project, we are interested in future trajectories of education in the Nordic countries.

We use the concept of precision education to study some of the on-going and future changes in education. These changes relate to new networks of private, public and third sector actors, new paradigms, and new ideas of knowledge, services and products, and changing cultures and practices of education in terms of democracy.

Yhteiskunnasta syrjäytyneiksi määriteltyjen nuorten ongelmia pyritään korjaamaan lyhytkestoisin ratkaisuin. Tutkijat peräänkuuluttavat rakenteellisia muutoksia ja pitkäkestoista rahoitusta.

Eri lähtökohdista tulevia nuoria määritellään helposti syrjäytyneiksi ja haavoittuviksi ja heihin kohdistetaan suomalaisessa yhteiskunnassa hyvin monenlaisia toimenpiteitä ja tukijärjestelmiä. Lyhytkestoisten koulutusta, ohjausta, valmennusta ja kuntoutusta tarjoavien tukijärjestelmien määrä on viime aikoina kasvanut.

– Tulostemme perusteella toimenpiteet ja tukijärjestelmät voivat kuitenkin olla myös ongelmallisia, sanoo Helsingin yliopiston apulaisprofessori Kristiina Brunila.

Brunila on ryhmineen tutkinut tukijärjestelmiä ja niiden toiminnan laajempia seurauksia ja yhteyksiä viimeisten kahden vuoden aikana Suomen Akatemian rahoittamassa tutkimusprojektissa Nuorten tukijärjestelmät haavoittuvuuden eetoksessa (2017–2021).

Kat­se yk­si­lös­tä yh­teis­kun­nan ra­ken­tei­siin

– Tutkimustuloksemme tuovat esille, että tukijärjestelmien ja niissä esiintyvien käytäntöjen välityksellä nuorten elämäntilanteisiin liittyvät haasteet näyttäytyvät ongelmina. Nämä ongelmat liitetään nuorten henkilökohtaisiin, persoonaan ja olemukseen liittyviin puutteisiin ja vajaavaisuuksiin, jolloin yksilö tulee usein määritellyksi jollain lailla riittämättömäksi, Kristiina Brunila sanoo.

Tuki saattaa muuttua ongelmanratkaisuksi, joka ei kuitenkaan palvele nuoren omia toiveita tai vahvista nuoren toimijuutta ja osallisuutta. Nuoret ja heidän kanssaan työskentelevät esittävät myös kriittisiä näkökulmia tukijärjestelmiä kohtaan, mutta lopulta joudutaan tekemään sitä, mihin saadaan rahaa.

– Tutkimushankkeemme tuloksia voi ymmärtää laajemmin markkinatalouteen liittyvän yksilöllistymiskehityksen syvenemisenä. Siinä yhteiskunnalliset ja sosiaaliset ongelmat ja vastuu nähdään yksilöllisten valintojen ja toimien kautta. Hankkeessamme katse käännetäänkin yksilöistä yhteiskunnallisiin järjestelmiin, ja palataan tarkastelemaan niitä poliittisia toimia sekä laajempia käytäntöjä, jotka ensisijaisesti tuottavat eriarvoisuutta, Brunila kuvaa.

Projektin tutkimustulokset nostavat esiin useita ongelmia

  1. Näyttää siltä, että koulutus- ja sosiaalipolitiikassa nuorille tarjoutuu ristiriitaisia tai mahdottomia positioita: nuorilta vaaditaan oikeanlaista aktiivisuutta, vastuullisuutta ja osallistumista yhteiskunnalliseen toimintaan ja keskusteluun, mutta samalla nuoria pidetään passiivisina, epäkypsinä ja tietämättöminä.
  2. Nuoria aikuisia ja heidän toimintaansa säädellään niukkojen resurssien kautta. Samaan aikaan tukijärjestelmät tarjoavat heille valinnanvapauteen ja yrittäjyyteen kannustavia toimenpiteitä, jotka ovat kytkeytyneet byrokratiaan, yksityisiin yrityksiin ja kolmannen sektorin toimintaan.
  3. Erityisesti nuoriin kohdistetaan julkisessa keskustelussa huoli poliittisesta passiivisuudesta ja syitä tälle etsitään usein yksilöistä. Nuoria nähdään vaivaavan kiinnostuksen puute, vähäinen tietämys politiikasta ja yhteiskunnasta, heikot kyvyt ja kompetenssit osallistua demokraattiseen keskusteluun sekä välinpitämättömyys yhteisiä asioita kohtaan. Koulujen demokratiakasvatuksessa tulisikin sitoutua sellaisiin periaatteisiin, jotka tukevat demokraattista toivoa, jossa vallitseva epäoikeudenmukainen ja eriarvoistava yhteiskuntajärjestys ei näyttäydy välttämättömänä.
  4. Maahan muuttaneille nuorille aikuisille tarjotaan kotoutumiskoulutuksissa suomen kielen opintojen ohella uudelleenkouluttautumista ja erilaisten tietojen ja taitojen opiskelua, joiden ajatellaan olevan työllistymisen takeena. Työllistymistä pidetään nuorten kotoutumisen ensisijaisena mittarina, jolloin muut merkitykselliset tekijät sivuutetaan. Työttömyyden puolestaan ajatellaan johtuvan yksilöllisistä tekijöistä, vaikka todellisuudessa maahan muuttaneet nuoret kohtaavat työelämään pyrkiessään usein syrjintää ja rasismia.
  5. Suomessa on nähtävissä globaali trendi, jossa loppuvuodesta syntyneillä on ikätovereitaan suurempi todennäköisyys saada ADHD-diagnoosi ja siihen määrätty lääkitys. Tutkimuskirjallisuus selittää ilmiötä psykososiaalisena siten, että kouluympäristö vaatimuksineen joko ”laukaisee” ADHD:n yksilössä tai lapsen ”kypsymättömyys” tulkitaan aktiivisuuden ja tarkkaamattomuuden häiriöksi. Katse kääntyy lapseen, ja tarkastelun ulkopuolelle jäävät sen sijaan kysymykset siitä, mitä tämä ilmiö kertoo koulusta ja diagnostisten selitysmallien roolista koulun käytännöissä.

Ai­neis­to­na yli 300 haas­tat­te­lua

Tutkijat ovat keränneet aineistoa tutkimukseen eri puolilla Suomea koulutusorganisaatioissa, vankiloissa, etsivän nuorisotyön piirissä, valmentavassa koulutuksessa, ohjaavissa, kuntouttavissa ja kotouttavissa ohjelmissa, nuorten työllisyyttä ja koulutukseen hakeutumista tukevissa palveluissa sekä lyhytkestoisissa projekteissa.

Kaikkiaan yli 300 haastattelua on tehty eri lähtökohdista tulevien ja pääasiassa koulutuksen ja työelämän ulkopuolella toimivien nuorten ja heitä auttavien työntekijöiden kanssa.

Tutkimusaineistoon kuuluu myös poliittista ohjausta koskevia dokumentteja, tilastoja ja mediaesityksiä.

TUTKIMUSKOORDINAATTORIN TEHTÄVÄ LUKUVUODELLE 2019 – 2020

Helsingin yliopiston kasvatustieteellinen tiedekunta hakee AGORA kasvatuksen ja koulutuksen oikeudenmukaisuuden ja tasa-arvon -tutkimuskeskukseen osa-aikaista (50-55%) tutkimuskoordinaattoria määräaikaiseen työsuhteeseen ajalle 1.9.2019 – 31.12.2020.

Tutkimuskoordinaattorin tulee olla väitellyt henkilö, jolla on näyttöjä tieteellisestä tutkimustyöstä ja ymmärrystä koulutuksen, sosiaalisen oikeudenmukaisuuden ja tasa-arvon kysymyksistä. Työn luonne edellyttää kykyä yhteistyöhön, itsenäiseen työskentelyyn ja oman työn organisointiin sekä aktiivista ja idearikasta otetta työn kehittämiseen. Työtehtäviin kuuluvat tutkimuskeskuksen koordinoinnissa, kehittämisessä ja kaikessa sen toiminnan suunnittelussa avustaminen sekä muut erikseen sovittavat tehtävät. Tutkimuskoordinaattori tulee lisäksi osallistumaan apulaisprofessori Kristiina Brunilan tutkimusryhmän tutkimukseen. Tehtävän palkkaus on n. 3500-4000 €/kk riippuen tehtävään valittavan henkilön osaamisesta ja kokemuksesta. Tehtävässä on 6 kuukauden koeaika.

We’ve had a joyful and active 6 months in terms of research. Please see below some of our past events and some of our upcoming events.

Past events

AGORA and CoSupport organised a workshop for writers of the upcoming book Terapeuttinen valta ja kansalaisuus (eds.) Kristiina Brunila, Esko Harni, Antti Saari ja Hanna Ylöstalo. There was an open lecture of Professor Suvi Salmenniemi (University of Turku). The title of her talk was Menetyksiä, mukautumista ja moninaisuutta: Terapeuttisen kulttuurin teoriat ja tulevaisuus.

Prof. Marja-Liisa Honkasalo visited AGORA-centre and CoSupport-project (Academy of Finland) and we discussed about the ethos of vulnerability and education.

Tuuli Kurki defended her doctoral dissertation “Immigrant-ness as (mis)fortune? – Immigrantisation through integration policies and practices in education” in February 2019. The dissertation examines how integration policies and practices in education function and participate in the making of immigrant subjectivities. Prof. Heidi Safia Mirza, Goldsmiths University of London served as opponent and Kristiina Brunila as custos.

Kristiina Hannukainen defended her doctoral dissertation “Doctoral education, knowledge and research in knowledge capitalism management” in December 2018. The dissertation focuses on doctoral school knowledge capitalism management, and is framed within the higher education policy discussion. Prof. Keijo Räsänen, Aalto university served as opponent and Kristiina Brunila as custos.

Tasa-arvoa opettajankoulutukseen (TOP) development project has had a busy year. The project has collaborated with staff and students on multiple fronts. The evaluation of Faculty’s curricula is almost finished. The preliminary results show that the curricula do not contain enough conceptually relevant and up-to-date knowledge on equality and diversity issues. This applies to all Finnish study tracks. In addition, the majority of courses with explicit equality and diversity focus are courses that are included in the Education, Society and Culture (Kasvatus, Koulutus ja Yhteiskunta -painopistealue) focus area. Most of the content is also optional.

AGORA’s researchers are part of the new Nordic research network related to marketisation of education.

TASOVA-project’s 2 year long equality and diversity specialist training was fully completed. We are looking for ways to continue this training and tailored for different focus groups.

Lämpimästi tervetuloa professori Suvi Salmenniemen (Turun yliopisto) luennolle Menetyksiä, mukautumista ja moninaisuutta: Terapeuttisen kulttuurin teoriat ja tulevaisuus maanantaina 6.5. klo 10-11 Minervan K113 saliin.

“Menetyksiä, mukautumista ja moninaisuutta: Terapeuttisen kulttuurin teoriat ja tulevaisuus

Puheenvuoro johdattelee terapeuttiseksi kulttuuriksi kutsutun ilmiön tutkimuskenttään, jossa pureudutaan psykologisen tiedon ja minuuden muokkaamisen käytäntöjen merkitykseen ja yhteiskunnallisiin seurauksiin. Esitys kartoittaa tutkimuskentän teoreettisia ja metodologisia lähestymistapoja ja sitä, miten niissä on teoretisoitu valtaa ja politiikkaa, ja millaisia kysymyksiä on jäänyt tutkimukselliseen katveeseen. Esitys myös nostaa esille vaihtoehtoisia teoreettisia tapoja jäsentää ilmiötä muun muassa kokoonpanojen, artikulaation ja kriittisen teorian tarjoamien käsitteiden avulla.”

Suvi Salmenniemi toimii sosiologian professorina Turun yliopiston Sosiaalitieteiden laitoksella. Tämän hetkisessä tutkimuksessaan hän tarkastelee terapeuttista kulttuuria: monenlaisia terapeuttisia käytäntöjä ja tietomuotoja, kuten täydentäviä ja vaihtoehtoisia hoitomuotoja, uushenkisyyttä ja populaaripsykologisia itsehoitomenetelmiä. Keskeisiä kysymyksiä hänen tutkimuksessaan on mm. miksi nämä terapeuttiset käytännöt puhuttelevat ihmisiä, millaisina ne koetaan ja millaista politiikkaa ja vallankäyttöä niihin sisältyy.

Behind the idea of disturbing behaviour

Maija Lanas and Kristiina Brunila’s article Bad behavior in school: discursive approach (2019) was accepted by the British Journal of Sociology of Education.

Disturbing, problematic, or challenging student behaviour is said to be among the greatest challenges facing today’s school life. However, despite the apparent commonsensicalness of the issue, there is no commonly agreed upon definition for such events, and there is often very thin analysis of what actually becomes disturbed, challenged, or problematised in such instances.

In the article, disturbing behaviour is seen as a discursive practice that produces reality; it is a historically and socioculturally formed coming-together of various intersecting power-related discourses that make claims about individuals and contexts. Informed by poststructural approaches, this theoretical paper looks at how ideas of disturbing behaviour come to be formed within the discursive environment of school.

The paper argues that behind the idea of disturbing behaviour are the ideas of a normal developmental course and an idealised student, as well as increasing emphasis on management and measurement in school.

Greetings from The11th International Congress of Qualitative Inquiry

Riikka Hohti and Hanna Guttorm are at the International Congress of Qualitative Inquiry.

The conference here is slowly starting. Yesterday there was a panel discussion between Yvonna S. Lincoln, Ann Merete Otterstad, Harry Torrance, Maggie MacLure and Norman Denzin (these people do really exist!) who discussed the need of critical methodologies that won’t rely on normative science, or using it in ways that resist. Qualitative research as a political and activist force was an issue here, too. The conference theme this year is Constructing a new critical inquiry.

Some flashes of the discussion

Harry Torrance: Science is about curiosity, not only definitive proof. It is peculiar that the researcher’s focus on proof seems to be so much more important than possibilities.

Ann Merete Otterstad: There is no knowledge to be found out there. You have to start where you live and work.

Maggie: Why critique has somehow become a problem for materially engaged scholars? One problem is that intentionality and consciousness might not be only human. The ways of criticality that are familiar now precondition the human subject and produces those who know and those who are known. We are immersed in the assemblages that we are trying to master. Second, criticality is often a backward looking business, not interested in asking what comes next? Critique could be a combination of care and a kind of recklessness. Not simply being categorizing and judging.

Norman Denzin: I can become an agent in the kind of change I want to. Writing as a way of being in the world. Before, we used to be reading culture over the shoulders of the natives we studied. It was textualism. The stories and the articles in journals that we publish have a minimal impact.

Yvonna Lincoln: Teach about conflicts, the latest arguments, try to make students aware these are not simple and unproblematic.

Maggie: We noticed that through conventional argumentative styles of convincing we often ended up reinforcing old assumptions. Instead, we found powerful ways of convincing through working with artists in ways in which people were not told “this is the right way to think, this is how you should think.”

Critical in a nutshell?

Maggie: Who is helped and who is hurt? In new materialist ethics you don’t stop with the question so that you are the one who notices and knows. The capacity to affect and to be affected.. Who benefits?

Harry: In whose interest a particular activity is taken? Not a single answer. To leave the illusion that what we do, has anticipated consequences. There is not one single version of social justice.
