Against this background the overarching objective of this research project can be specified as follows:

To identify the key institutional prerequisites for facilitating public innovations, including the measures and strategies for transforming program and project based innovative action into long-term policies and effects.

The primary objectives relate to mechanisms for facilitating impacts of public sector innovative governance that will be addressed in the three workshops in the following way:

• How can public institutions act as agents for change?
• What are the impacts of innovative policy implementation?
• In what ways can impacts be consolidated?
