PoS seminar on 26.10. with Jaakko Kuosmanen

At the Perspectives on Science seminar on Monday 26.10. Jaakko Kuosmanen (University of Helsinki & Finnish Academy of Science and Letters) will give a presentation titled “Architecting science advice for policy: a three-tier framework.  The seminar will be organized as an online meeting in Zoom from 2-4 pm.  Zoom is an online conference tool supported by University of Helsinki.

Author bio:

Jaakko Kuosmanen works as Academy Secretary at the Finnish Academy of Science and Letters. He is also an Adjunct Professor at the University of Helsinki. Jaakko has previously worked as James Martin Research Fellow and Programme Coordinator at the Faculty of Law at the University of Oxford. Jaakko has worked as a policy consultant in five different continents, and he is also a member of the National Foresight Steering Committee at the Prime Minister’s Office of Finland.

Abstract:

Science advice architectures vary significantly in countries around the world. Although various ground rules for establishing institutions can be identified – such as legitimacy, transparency, and effectiveness – there is nevertheless no one-size institutional model that can simply be implemented. The presentation explores the institutionalisation of science advice in the era of uncertainty and clashing value communities. In the presentation a new framework for science advice is introduced. It is suggested that this framework, along with the aforementioned ground rules, can serve as a guiding framework for institutionalising science advice in different policy contexts.
