Ministry of Education and Culture has obtained a licence (digilupa in Finnish) from Kopiosto from the beginning of 2012 for all universities and polytechnics, according to which personnel and students of the establishment may scan printed publications and copy text and photos from public web pages for teaching and research purposes. The licence concerns both national and international material. It is also technology neutral, i.e. digitising can be done  using any means.
