On the 9th of October PONARS Eurasia held an online event “Authoritarian Governance and Reform in Russia”. Vladimir Gel’man, professor at the European University at Saint Petersburg and the University of Helsinki gave a talk at the event based on his and Margarita Zavadskaya’s policy memo “Explaining Bad Governance in Russia: Institutions and Incentives”.
